To make the Ministry a major governmental tool in preventing risks (natural, health and technological) and foreign threats, and in managing crises,the Ministry for Foreign and European Affairs, was tasked with improving how the Ministry works within an inter-Ministerial framework in the area of crisis management (for all types of crises) by creating a Crisis Centre with in the Ministry.

The Crisis Centre was set up on 2 July 2008 in the Ministry for Foreign and European Affairs and reconciles observations in the White Paper on France’s Foreign and European Policy with those in the White Paper on National Defence and Security.
